Explain why this would be the best procurement strategy for this program

1.) Upgrading eight elevators

Negotiated

This contract will be a negotiated contract as it, ay require certain necessities to be fulfilled. Such necessities include brand names on the products. It will also involve explaining proper physical and functional characteristics of each item which is essential in understanding the product use. The specifications will help see the difference between brand or from branded products with non-branded ones and thus gives a sense of authentic hence making negotiated procurement a better one (FAR 2022).

Competitive acquisitions. When contracting in a competitive environment, the procedures of this part are intended to minimize the complexity of the solicitation, the evaluation, and the source selection decision, while maintaining a process designed to foster an impartial and comprehensive evaluation of offerors’ proposals, leading to selection of the proposal representing the best value to the Government (FAR 15.002, 2022).

2.) Water delivery service twice a month for the eight break rooms

Sealed bid

The procurement that is best for this option is a sealed bid. This is because with the water service, the price will be fixed throughout the month hence no changes in the prices needed throughout the contract period. The government has an advantage as they are only considering the price of the water and delivery service and other price related factors for the services when selecting a contractor for the service.

(a) Sealed bids. (See part 14 for procedures.) Contracting officers shall solicit sealed bids if-

(2) The award will be made on the basis of price and other price-related factors; (FAR 6.401, 2022).

3.) Renovating a conference center

Two-step sealed bid

The two step sealed bid will work well for their contract because the contractors will have to come and see the conference room before deciding the price for the contract. This will come when various contractors offer their bids depending on the estimated cost and price of their service allow9ng the government to select which on suits them better. It is better because the specifications are not known until a contracting company states the quote and also allows for competitive procedures with budgets that offers benefits of a sealed bid without specifications offered (FAR 2020).

Two-step sealed bidding is a combination of competitive procedures designed to obtain the benefits of sealed bidding when adequate specifications are not available (FAR 14.501, 2022).

4.) Purchasing standing desks for 100 offices

Sealed bid

Sealed bidding is bets for office supplies as the prices are known and might not seem to change with great margin over the contract period, it would be best for this procurement. When the government sends the invitations and publicizes them, various companies send their bids and that with a better offer gets the contract. This becomes an advantage to the government as it is cost-effective and also allows them to select a company that can well bundle up the purchase after a proper evaluation of the bids sent (FAR 2022)

Negotiation procurement.

This needs sending invitation will be sent to the company and in this case apple company with request to acquire the 85 IPhones.
